Robin Colbourne - Chair 

I was Championship Chairman of the Hertfordshire Golf Union (HGU) for five years before being elected as President in February 2016. During my presidency I was part of the steering group that worked on the merger of HCLGA and Herts Golf Union (HGU).

In January 2018 I was elected as Chair of the newly-formed Hertfordshire Golf. This role involves drawing together and focusing the diverse skills of the other board members to ensure that we deliver the best possible experience for all amateur golfers in Hertfordshire.

For more than 40 years  I have been a member of Moor Park Golf Club, where I have managed the Tigers team; been a member of the Green, Golf and Membership Committees; and held the position of Club Captain (1992/93). I now play regularly for the Lions (over-55s) and Foxes (Handicap 9 to 18) sections as my handicap has declined to 12 (it was once 5). I retired from business in 2001, having been Regional Sales Director for the Middle East and Africa for an American training company.

Janet Biscoe – Director of Marketing and Communications

I joined the Hertfordshire Golf board in February 2018 and have responsibility for the Marketing and Communications portfolio.

I am a member of Mid Herts Golf Club, where I thoroughly enjoy playing golf and attending the various social events.  I would call myself an active member and like to offer support to the club whenever I can, whether that’s by organising events or helping out in the background. I was very heavily involved in the refurbishment of the club lounge in 2012 and was Lady Captain in 2016. I have served on two golf boards of management – at Mid Herts (2008 to 2011) and at Arkley Golf Club (late ‘90s).

My marketing and communications career spanned 30 years,  including 12 as Head of Public Relations at Tesco and eight as Head of Communications for the department of Children, Schools and Families at Hertfordshire County Council.  I also successfully ran my own PR business for nine years.

 Frank Clapp - Finance Director 

I have been playing golf for over 50 years. I spent 12 years on the committee of Muswell Hill Golf Club in various roles including Club Captain in 1991 following which I spent 6 years on the general committee of the Middlesex County Golf Union.

My initial career was in banking with Barclays Bank, 22 years in North London plus, in the mid 80’s, a 3-year secondment to the Costa del Sol in Spain. After leaving banking I spent some time as a Practice Manager for a firm of solicitors before taking up the appointment as Secretary/Manager and Company Secretary at Ilford Golf Club in Essex. After just over 4 years at Ilford I took up the position, in September 2001, as General Manager and Company Secretary at Harpenden Golf Club Ltd, retiring last September after 17 years. I am an honorary member of Harpenden Golf Club.

For nine years from 2005 to 2014 I was on the National Committee of the Golf Club Managers’ Association (GCMA), four of which as Chairman and in 2013 as National Captain. I am a trustee of the GCMA Benevolent Fund.

I qualified as an Associate of the Chartered Institute of Bankers in 1978 and am treasurer of a few social organisations. I am also currently a Professional Associate of the Institute of Groundsmanship.

Rowena Hemmings - Director of Golf Development  

In 2006 I was a founder member of Herts Golf Partnership, now known as Herts Golf Development.  As Development Director I have special responsibility for introducing people of all ages to golf, including people with disabilities.

From 2000 to 2005 I was Junior Area Manager for South East Division 1 (Berkshire, Buckingham and Oxfordshire, Hampshire and Hertfordshire), reporting back to England Golf. I was County Captain and 1st team Captain from 2005 to 2007 and have served on the HCLGA committee for many years. I am a member of Porters Park Golf Club, where I have been Lady Captain and served on the Executive Committee as Chair of Golf.  Currently I am probably best known for my involvement with the county coffee morning and county dinner.

Bobby Kendall  - Director Without Portfolio

I was Treasurer for the HGU from 2016 to January 2018,  when I took on the role of Finance Director for Hertfordshire Golf.  I was re-elected to the Board in March 2019 with the new role of Director Without Portfolio.  I play my golf at Moor Park Golf Club, where I joined as a junior and currently serve on the General Committee. I enjoy travelling and playing other golf courses and I compete in a range of seniors' tournaments.

I did a degree in Biochemistry at Birmingham University. In 1978 I qualified as a Chartered Accountant and worked for KPMG in London and Tokyo before moving into commercial finance roles. I was Finance Director for a range of companies over a period of  25 years, from start-ups to a large quoted company and then for number of governmental organisations, including Sport England. I am now retired.

Chris Medley - Director Without Portfolio

I was appointed to the Hertfordshire Golf board on incorporation as one of three Directors without Portfolio.

As a member of Stocks Golf Club I participate fully in the life of the club having served as both Treasurer of the Men’s Section and Seniors Captain. I was very active in the development of the club’s golfing activities following the move into a new clubhouse which greatly enhanced our ability to host matches and events.

I am qualified as a Referee and accredited as a USGA Course Rating Team Leader.  My role in Hertfordshire Golf includes participation on both the Championships Committee and the Club Services Committee.

My career spanned over 30 years and included several senior commercial roles in the pharmaceutical industry. After stepping down from full time work I taught business and management at a university where I specialised in Employment Law for Business Students.

Julie Nedza - Director of Player Development

I joined the Hertfordshire Golf board in January as Director of Player Development. I am responsible for all the Hertfordshire Golf county teams and county coaching.

I have been Chair of the County Academy Committee and have held a number of roles on the HCLGA committee, including County Captain, Girls Junior Organiser, League Organiser and Treasurer. I have also worked as a referee for England Golf.

I am a member of Mill Green Golf Club, which I joined when it opened in 1993. I played an active part in helping to set up the ladies’ section and various mixed events and was Lady Captain in 1997, despite knowing very little about golf and what was involved. I now enjoy playing three or four times a week (if the sun is shining!) and being involved in social events.

I am a qualified accountant and spent over 10 years in the retail sector with Dixons, Currys and Sketchley. I then worked as an independent accountant with a variety of small charities until ‘retirement’ last year.

Mike Slattery - Director Without Portfolio

I  joined the Board of Hertfordshire Golf in March 2019.

I have played golf all of my life, starting as a child at Lahinch Golf Club in Ireland in the 50’s. I remain a Lahinch member.

I joined Letchworth Golf Club in 1982 and have always been an “active” club member. I played for the scratch team in the 80’s and more recently for the Senior Scratch Team.   I have served on the LGC Committee from 1987-93 and 2013-16. I was Club Captain in 2014.

I am a founder member and trustee of the Mike Amos Letchworth Golf Foundation ( This is an organisation, founded in 2007, whose purpose is to promote and help fund Junior Golf at Letchworth.

I play golf with two National Golf Societies – the Senior Golfer’s Society and the UK SGA. These allow me to experience golf at some of the UK’s finest courses. I played for Herts County Senior Team for five years.

I am a former General Practitioner, having joined the NHS in 1977 and retired in 2012, following more than 30 years as a Partner in a Hitchin Medical practice.

Alan Thomson -  Director of Championships

As Director of Championships, I chair the Championship Committee which oversees the organisation of all Hertfordshire Golf competitions. I am also Hertfordshire’s representative on the South East Group.

Before the merger I was an elected member of the HGU Executive Committee, Chairman of its Championship Committee and the England Golf Voting Member. I was a member of the merger steering group and had previously organised the men’s Scratch League.

I am a member of the England Golf Tournament Panel and have a Level 3 refereeing qualification. I act as either the Chief Referee or an on-course referee at many county events.  A member of Verulam Golf Club since 1972, I spent time as an elected board member, served as Chairman of the Greens Committee and was Captain in 2005, the club’s centenary year.

I am a former General Practitioner and was a partner in a St Albans practice for 20 years before taking early retirement in 2012.

Jane Walter  - Club Services Director 

After being part of the merger steering group I was pleased to take a position on the Hertfordshire Golf board in January 2018. As Club Services Director I chair the Club Services committee which organises course rating for the county, meetings for groups including club delegates, junior organisers etc. and social events.

In 2017 I was HCLGA County Captain, following many years of playing in the  County golf teams. Since 1995 I have been the County Standard Scratch Advisor.  I now continue this work as a USGA team leader with the Hertfordshire Golf  Course Rating team.

I joined Harpenden Common Golf Club in 1969. During my time at the club I have served on the Green’s committee and I was Lady Captain in 1992. More recently from 2010-2013 I was Lady President.

Hugh Wikner - President

I was a member of the HGU Executive Committee for six years from 2004 serving as Colts’ Assistant Manager, then Manager before becoming the Championship Chairman. I have been on the England Golf Championship Panel since 2007 and have an R&A Level 3 refereeing qualification. I am delighted to have been appointed as President of Hertfordshire Golf.

I have been a member of Hadley Wood for over 40 years and served on the committee before becoming Club Captain in 2002 and am currently a Vice-President. I have also served as a committee member of the Stock Exchange Golf Society, been captain of the St Albans Diocese Golf Society and of the Ministers Golf Association.

My business career spanned thirty years where I was a Stockbroker in the City of London specialising in Corporate Finance. In the early 1980s I combined this work with training ( in my spare time ) as a Church of England self-supporting minister and have been and still am an active, now officially retired, Priest in the St Albans Diocese.
